The Wendron Parish Neighbourhood Development Plan is being submitted to Cornwall Council!
The Wendron Parish Neighbourhood Development Plan has been updated and revised following careful consideration of all comments received during the recent community and statutory consultation.
The revised Plan was approved by Wendron Parish Council at its meeting on 13th July 2026, when the Council resolved that it should be submitted to Cornwall Council.
Following final checks and proofreading, the Plan was formally submitted to Cornwall Council on 14th July , marking an important next stage in the neighbourhood planning process.

What happens next?
Cornwall Council will carry out the necessary legal and procedural checks before publishing the submitted Plan for a further period of public consultation. The Plan will then proceed to independent examination.
Subject to the examiner’s recommendations, local residents will be asked to vote on the Plan in a referendum. If supported, it will become part of the statutory Development Plan used by Cornwall Council when deciding planning applications within Wendron Parish.

Thank you for commenting on the draft Plan
The NDP Steering Group would like to thank everyone who took the time to read the draft Plan, consider its policies and submit comments during the Regulation 14 consultation held between 13 April and 25 May 2026.
As well as seeking the views of the local community, the Parish Council consulted a wide range of local and national organisations, community groups, service providers and other stakeholders, including statutory and non-statutory consultation bodies.
The consultation received:
- 29 community responses;
- 128 substantive written comments; and
- approximately 170 individual points.
The results showed a high level of support across all the Plan’s themes. Agreement ranged from approximately 83% for the Vision and Objectives, Housing, and Business and Employment themes to almost 97% for Community Facilities and Infrastructure. The Natural Environment theme received 93% support, Heritage, Cornish Distinctiveness and Design received 90%, and Climate Change received 86%.
What changes were made following the consultation?
All comments received from residents and consultation bodies were carefully reviewed by the Steering Group. The Plan was then amended where changes were justified, while retaining its established Vision and Objectives and ensuring that it remained consistent with national and Cornwall-wide planning policy.
The principal changes included:
- updating the national and strategic planning context;
- recognising the different role of the Helston urban fringe and the predominantly rural parts of Wendron Parish;
- updating the evidence on affordable housing need and housing mix;
- strengthening policies on sustainable settlements, affordable housing and infill development;
- refining the climate-change, renewable-energy and low-carbon heating policies;
- giving greater recognition to Wendron’s traditional buildings, materials and historic character;
- strengthening the relationship with the Cornwall and Isles of Scilly Local Nature Recovery Strategy;
- improving policies on design, gardens, parking, access and protection of Cornish hedges;
- strengthening consideration of highways, school transport, community facilities and other infrastructure;
- clarifying the protection of bus stops and public transport infrastructure; and
- expanding the Local Projects programme to address matters such as road safety, public transport, footpaths, digital connectivity, health and social care, community energy, biodiversity, heritage and youth facilities.
The Submission Draft shows how the consultation has directly influenced the Plan.
It is important to remember that this is not simply the Plan of the Steering Group or the Parish Council. It has been prepared on behalf of the community and reflects the priorities identified through surveys, consultation events, evidence gathering and the Regulation 14 consultation.
The Plan seeks to support necessary growth while ensuring that development takes place on terms that respond to Wendron’s local needs, rural character, environment and infrastructure.

Background to the Plan
The Wendron Parish Neighbourhood Development Plan will help shape how the Parish changes up to 2030. Once made, it will form part of the statutory Development Plan and will be taken into account when Cornwall Council determines planning applications.
A local Steering Group has worked on behalf of the Parish to prepare the Plan, drawing on community surveys, consultation responses and evidence covering housing, employment, climate change, transport, community facilities, heritage, design and the natural environment.
The Plan aims to:
- increase the supply of genuinely affordable housing that meets local needs;
- provide an appropriate mix of smaller, accessible and family homes;
- protect the countryside, landscape, biodiversity and Cornish hedges;
- safeguard Wendron’s historic environment and Cornish distinctiveness;
- influence the design, layout and sustainability of new development;
- support local businesses, home working and rural diversification;
- encourage renewable and low-carbon energy where appropriately located;
- protect and improve community facilities, recreation areas and public rights of way;
- improve transport, road safety and digital connectivity; and
- help direct investment and developer contributions towards identified Parish priorities.
